The Ministry of Public Health, with support from the GAVI Alliance, established 152 District Public Health Officers (DPHOs) to strengthen district-level stewardship. HPRO was contracted to independently evaluate the pilot project to inform future policy decisions. The evaluation assessed the pilot’s design, implementation, and impact across 20 randomly selected districts through desk reviews, interviews with DPHOs and key stakeholders, and a cost-analysis to model future financial implications.
