Ghulam Farooq Mansoor
Director General

Dr. Ghulam Farooq Mansoor is a physician and Master of Public Health. He was awarded the Australia Leadership Award Scholarship to accomplish his Master’s degree at the University of Queensland in Australia. He is currently working as Director General for HPRO where he provides strategic direction as well as leads a highly specialized team of scientific research and evaluations. He has worked with FHI 360 as the Research Monitoring and Evaluation Director for the Initiative for Hygiene Sanitation and Nutrition (IHSAN) project. He was awarded the FHI 360 Global Impact Award for outstanding efforts. Prior to that, he worked as Technical Director at the Health Protection and Research Organization, and led Design of researches in the Health System, Maternal and Child Health/Nutrition, and infectious diseases. He was principal investigator, among many, in the evaluation of Integrated Management of Childhood illnesses at the public health facilities in Afghanistan, the Health Facility Functionality and Rationality Assessment, Assessment of Drug Treatment program, The Evaluation of medical emergency services in conflict affected areas of the country, and the Midwifery Retention Evaluation in Afghanistan. He has published over 15 articles in peer reviewed journals. He was adjunct Senior Lecturer for Massey University of New Zealand One Health Fellowship program in Afghanistan 2014/2017, and national trainer of Research methodology for MOPH and MOHE. Dr. Mansoor has worked with MoPH as the Regional EPI manager in the western region of Afghanistan and as National Health Program Manager with World Vision International where he provided strategic direction to the organization as well as oversight of a plethora of health services projects in Western Afghanistan..

Qualitative Research Advisor

Greg Guest is a Senior Research Scientist at the Pacific Institute for Research & Evaluation, and Co-Founder/Principal of Q42 Research consulting. For the past 20 years Greg has designed and implemented mixed methods studies in more than 15 countries, employing research designs ranging from ethnography, to population-level studies, to randomized controlled trials. As Principal Investigator he has received grants from the National Institutes of Health, the Patient-Centered Outcomes Research Institute, and the United States Agency for International Development. Greg has devoted much of his to career to teaching, and building institutional capacity in, research methodology. He has taught over 80 national and international workshops on the design, implementation, analysis and dissemination of qualitative and mixed methods research. Some organizations he has trained include: Centers for Disease Control & Prevention (CDC University), Save the Children, EngenderHealth, HIV Prevention Trials Network, Workforce Development Program (Afghanistan), Odum Institute (University of North Carolina), IRESCO (Cameroon), Healthscope (Tanzania), and Muhimbili University (Tanzania). Ms Anupama is MS International Health Policy and Management from Heller School for Social Policy, Brandeis University, US and also did MBA graduate in Health care management. She has more than 18years of experience in Indian and International industry. She is external auditor of national health facilities for MoHFW India chiefly NQAS, LAQSHAYA, KAYAKALP. Ms. Anupama has led research studies and projects such VFM for DFID aid in India, formative research with Micronutrient Initiative (NI), UNSCR 1325 (women, peace and security) Afghanistan, Birth Registeration Afghanistan, baseline and endline studies on RMNCHA, Community Health program, WASH, Food Assistance, Covid impact, GBV, women livelihood and others. She led project team of M&V of Karnataka Vajpayee Arogyashree Scheme (VAS) SHSRD by World Bank. She was Women Entrepreneurship and Empowerment (WEE) IIT Delhi fellow. She is National level gold medallist in Powerlifting..

Hedayatullah Saleh, initially trained as a physician, is a public health specialist with over 17 years of senior level program and project management experience in the private and public health sector in Afghanistan. He has a proven record of building and leading effective project teams of national and international staff and consultants. His ability to manage complex projects, often in difficult environments, has been instrumental in reaching program objectives related to health system reform, institutional capacity building, and transitioning responsibility for sustainability. He is skilled at building and sustaining constructive relationships with national and international partners and stakeholders, and in managing the often complex dynamics between donors and host country counterparts. His areas of expertise include project management, project design, M&E, maternal and child health, health system strengthening and urban health..

Mohammad Basheer Malikzai
Data Manager

Mohammad Basheer Malikzai Has a BSc in Environmental engineering with a major in Geographical Information systems with Rigorous training in database development, data analysis and visualization. He is also an IBM data science certified professional. He is currently working with HPRO as data manager where he is developing data systems, data workflows and pipelines and works on data analysis and visualization. He has worked with many national and international organizations in building large scale data management systems including research data management, during his tenure at IHSAN project he has developed a large scale nutrition information management system for MoPH GoA, He has also worked with ministry of telecommunication in developing fiber optic routes geodatabase. Mr Malikzai is really passionate about working on building systems for data driven decision making..

Operations Senior Manager

Haji Noorullah Shams was graduated from Kabul Military University Faculty of Logistic, Administration/Finance means (BBA) in 1982, since that he has studied and attended post graduated malaria and some health research basic and refresher courses, he has participated in many different workshops and training courses; such TOT, Project Management, Health services, Proposal writing, and security management. He is strong communicating individual with sufficient experience in Project Management, Budgeting, overall controlling of operations (Administration, HR, procurement, Financing and Logistician issues), supportiveness to technical teams in the Research, Monitoring and Evaluation and training of trainees on regular bases. He has ensuring of the provision of appropriate supply and procurement and management in a very effective and efficient manner. He has dedicated in his work, organized and able to handle roles of responsibility producing results, have good relationship with the Afghan government all the Ministries; MoPH, MoE, MFA, MF, MSWA, M.o.Women and the Ministry of Interior. He have been worked with different organization Such as; LDI, MSF, HN-TPO, KZCC, INSO and since July, 2010 till to present with HPRO as Admin/Log Coordinator, Administrative/HR Manager and currently Operations /Administrative Manager. He was involved in the overall management of HPRO activities and 40 different projects implemented such; ACTC malaria consensus, ANA/ANP, Blood Safety, HIV severance, EPI coverage survey, BPHS, SCI-KAP survey, IMPROV, One Health Fellowship program, ….. act. Through his work with HPRO, he has gained experience in strongest management of the organization, several researches implementation, evaluation, monitoring, training on the capacity building Grant application and implementation of the projects. He has overseen the operations system of HPRO ensure the timely safe and sound delivery of projects supply, laboratory cold chain room and cold chain materials, custom clearance procedure to Procure of all medical items; including, drug, lab reagents, equipment and accessories based on project needs, considering leading time on deliveries and minimize the wastage/expiries of drugs in Afghanistan. He has sustainable links with local regional companies for up dated pricing and quality of products items list. Rahmatullah Salehi Wafa graduated from Bakhtar University in 2011, had a (BBA) Bachelor degree in Business Administration. Data Migration from one system to another platform , Involved in Socio- Economic Survey (Checklist Development, Database Data Analysis), Digitization in GIS, provide training for different stakeholders including Govt. and National NGOs).
