Operations Senior Manager
Haji Noorullah Shams was graduated from Kabul Military University Faculty of Logistic,
Administration/Finance means (BBA) in 1982, since that he has studied and attended post
graduated malaria and some health research basic and refresher courses, he has participated in
many different workshops and training courses; such TOT, Project Management, Health
services, Proposal writing, and security management.
He is strong communicating individual with sufficient experience in Project Management,
Budgeting, overall controlling of operations (Administration, HR, procurement, Financing and
Logistician issues), supportiveness to technical teams in the Research, Monitoring and
Evaluation and training of trainees on regular bases. He has ensuring of the provision of
appropriate supply and procurement and management in a very effective and efficient manner.
He has dedicated in his work, organized and able to handle roles of responsibility producing
results, have good relationship with the Afghan government all the Ministries; MoPH, MoE,
MFA, MF, MSWA, M.o.Women and the Ministry of Interior.
He have been worked with different organization Such as; LDI, MSF, HN-TPO, KZCC, INSO
and since July, 2010 till to present with HPRO as Admin/Log Coordinator, Administrative/HR
Manager and currently Operations /Administrative Manager.
He was involved in the overall management of HPRO activities and 40 different projects
implemented such; ACTC malaria consensus, ANA/ANP, Blood Safety, HIV severance, EPI
coverage survey, BPHS, SCI-KAP survey, IMPROV, One Health Fellowship program, ….. act.
Through his work with HPRO, he has gained experience in strongest management of the
organization, several researches implementation, evaluation, monitoring, training on the capacity
building Grant application and implementation of the projects.
He has overseen the operations system of HPRO ensure the timely safe and sound delivery of
projects supply, laboratory cold chain room and cold chain materials, custom clearance
procedure to Procure of all medical items; including, drug, lab reagents, equipment and
accessories based on project needs, considering leading time on deliveries and minimize the
wastage/expiries of drugs in Afghanistan.
He has sustainable links with local regional companies for up dated pricing and quality of
products items list.
